Mathews Jr. has assumed the role of Chief Executive Officer in addition to his responsibilities as President and Chief Executive Officer of Executive Information Systems, LLC whose affiliate acquired Zencos in 2022. Charles has over three decades of rich experience in the government contracting arena. His journey began with small and large IT providers to the public sector and culminated in his co-founding of Executive Information Systems LLC (EIS) in 1999, where he showcased a blend of innovative leadership and strategic prowess within the Information Technology sector.
At Zencos and EIS, Charles plays a pivotal role in cultivating and managing high-level relationships with senior executives at SAS Institute Inc. There, he specialized in consulting for the SAS Government and Education business unit’s management team. His notable achievements include orchestrating large-scale programs for SAS software and services, catering to prominent government entities such as Health and Human Services, the Census Bureau, Internal Revenue Service, Department of Agriculture, Social Security Administration, Department of Homeland Security, and others.
Charles’s career is marked by a versatile skill set, spanning general management responsibilities across financial operations, contracts, legal, information systems, human resources, sales, and marketing. His prowess in negotiating IT 70 Schedules Contracts with the General Services Administration and forging partnership agreements with leading IT manufacturers and software publishers stand as testaments to his negotiation and strategic abilities.
Holding a Bachelor of Science in Business Administration from the University of Maryland, Charles’s leadership style is defined by a steadfast commitment to innovation, client advocacy, and strategic vision. His expertise and forward-thinking approach are instrumental in steering Zencos towards continued success and growth.
